The Cyprus Institute (CyI) is a European non-profit Science and Technology oriented Educational and Research Institution based in Cyprus and led by an acclaimed Board of Trustees. The research agenda of the CyI is pursued at its five Research Centres: The Computation-based Science and Technology Research Centre (CaSToRC), the Science and Technology in Archaeology and Culture Research Centre (STARC), the Energy Environment Water Research Centre (EEWRC), the Climate and Atmosphere Research Centre (CARE-C), and the Science and Technology Driven Policy and Innovation Research Centre (STeDI-RC). Considerable cross-centre interaction is a characteristic of the Institute’s culture.

The Cyprus Institute invites applications for a highly qualified and motivated individual to join the Institute as a Facilities Officer – Civil Engineering in the Facilities and Infrastructure Unit of the Institute. The Facilities Officer has a supporting role for the day-to-day execution of activities related to the smooth operation of the Facilities Department. As part of the team, the successful candidate will be funded for the Horizon responsible for the facilities development (new construction) of the CARE-C Centre of Excellence. The advertised position is supported by the EU-H2020 “EMME-CARE” project (http://emme-care.cyi.ac.cy/; TEAMING Grant no. 856612).

The initial period of the appointment will be for a duration of 24 months with the possibility of renewal, depending on performance and availability of funds. An internationally competitive remuneration package will be offered, which is commensurate with the level of experience of the successful candidate.

General Responsibilities

  • Responsible to execute departmental administrative daily activities including the following:
    • Maintenance and update of records
    • Preparation and carrying out correspondence
    • Handling documentation
  • Makes suggestions for relevant policy/procedure improvements
  • Maintains an in-depth understanding of rules and regulations, relevant laws and guidelines that apply to the position
  • Liaises with relevant Governmental and non-Governmental departments and authorities for matters relevant to the position
  • Participates in the daily administration of architectural, construction and maintenance of new, existing and/or re-modelled projects
  • Assists in the production of Technical and Planning/Tender documents
  • Prepares design and specifications for small re-modelled projects and/or redesigns of Institute Offices and general Facilities as the need arises
  • Liaises and coordinates all project third party contractors and suppliers ensuring effective maintenance or other building related work including construction based on specifications, expectation and deadlines
  • Proposes recommendations for facilities’ modifications and amelioration in coordination with other experts
  • Organizes, coordinates and supervises in-field inspections of Institute’s maintenance, renovation and construction projects with relevant service providers, professionals and contractors
  • Organizes and oversees, in collaboration with our suppliers, providers and subcontractors, all maintenance issues including handling and operating BMS Systems
  • Supports the development of a long-term strategy of Institute’s facility development, aiming at the planning of a general Masterplan of future buildings or renovations, following closely the architectural, mechanical and electrical designs for the various Projects assigned, including external works/landscapes
  • Supports the development and storage in an electronic format (CAD, IFC) of the data of all Institute’s building designs (architectural, services, mechanical, and electrical)
  • Complies with all statutory and regulatory requirements, including health and safety legislation and safe systems of work
  • Performs related duties as assigned

Specific Responsibilities:

  • Conducts regular inspections and assessing the work performance of contractors, subcontractors and service providers
  • Construction/Site Monitoring
  • Reviews operative parts/interim valuations related to the contraction as necessary
  • Ensures projects meet agreed specifications and timeframes
  • Leases with consultants, provides technical advice and deals with possible issues on site
  • Prepares monthly reports on the progression of the construction site
  • Keeps track of day-work calendar of the construction site

Required Qualifications

  • Bachelor’s degree in Civil and/or Structural Engineering, member of ETEK
  • At least 2-year experience in construction sites (Site Engineer)
  • Excellent understanding of construction procedures procurement, and project management principles
  • Experience in preparation of interim and final valuations of main and subcontractors
  • Design capabilities and use of AutoCAD
  • Excellent knowledge of health and safety and fire safety requirements and legislation
  • Excellent knowledge of English and Greek languages, both verbally and in writing
  • Excellent knowledge of Microsoft Office
  • Demonstrated development ability, outstanding organizational, analytical skills, problem solving and communication skills
  • Excellent interpersonal skills and the ability to adapt to a multicultural/multinational environment
  • Ability to multitask and changing priorities in a high-pressure work environment
  • Attention to detail
  • Customer service-oriented approach

Preferred Qualifications

  • Masters in Civil and/or Structural Engineering or other related fields, will be considered an advantage
  • Experience in Quantity Surveying will be considered an advantage
  • Prior experience in public or wider public sector constructions and excellent knowledge of the relevant legislation and guidelines for public works will be considered an advantage
  • A strong practical knowledge of buildings and their maintenance, equipment and services, will be considered an advantage
